Water bill up or water under the floor? Check the meter first

Most leak calls start the same way: a bill that jumped, a damp spot, or the sound of running water at night. Before anyone opens a wall, a meter check tells you whether water is moving when everything is off.

The City of Oviedo says its advanced water meters carry a visual potential-leak indicator. Turn off every tap and appliance, look at the meter, and see whether the indicator or the dial is still moving.

A moving meter means water is leaving somewhere after the meter. It does not tell you where. Ask the plumber to locate the leak before quoting a repair, and ask what they will document for your insurance claim.

Before you call, note:

  • The meter reading, and whether it moved after an hour with all water off
  • Any warm spot on a floor, or a stain that is spreading on a ceiling or wall
  • The date your water bill first jumped

If the clues point under a concrete floor, read about slab leak warning signs. For a stain on a ceiling or wall, how leak location works explains what happens before any cutting.

Emergency plumber in Oviedo, FL: what to do before you call

Active flow that you cannot stop, sewage backing up and no water at all are calls to make now. A slow drip under a sink or a faucet that weeps can usually wait for a scheduled visit.

  1. Shut off the main water valve to the house.
  2. Stay clear of water near outlets or the electrical panel. Do not stand in water to reach a breaker.
  3. If you smell gas, leave the home and call your gas utility or 911 first. Plumbing can wait.
  4. Photograph the damage and the meter before you clean up.
  5. Call Oviedo FL Expert Plumbers and tell us what you saw and what you shut off.

Read how a burst pipe repair is decided once the water is off, and what water removal and drying covers afterward.

City line, your line or the meter box? Who to call

If water is flowing from the street, a meter box or a City main, call City of Oviedo Public Works at 407-971-5681 during the day. After 3:30 p.m., on nights, weekends and holidays, the City lists an after-hours utilities line at 407-256-5026.

A web page cannot tell where the City's responsibility ends at your address. Ask Public Works before you pay for excavation on the line between the meter and the house.

Digging for a water or sewer line needs a Sunshine 811 ticket at least two full business days before ground is broken. A plumber planning a sewer line repair handles this before work starts.

If your yard uses City reclaimed water for irrigation, the City says that line can never be tied into any other water system. Mention it before any irrigation work.

Oviedo's water, storms and housing: what changes your plumbing decisions

Groundwater from the Floridan Aquifer

The City draws Oviedo's water from ten wells in the Floridan Aquifer and treats it with chloramines, according to its 2024 water quality report. The report lists no hardness figure.

If you see scale on fixtures or a heater, have the water tested before you buy equipment. Ask what the result means for your heater, then read about testing before a softener.

Storms and flooding

Hurricane Ian in 2022 flooded lakes, a river and several neighborhoods, and Tropical Storm Fay flooded roads in 2008. After heavy rain, slow drains or a gurgling toilet can point to a backed-up line.

Stop running water and call before you flush again. A drain cleaning visit starts with finding out whether one fixture or the whole house is affected.

Growth came in waves

Oviedo grew from 3,074 residents in 1980 to 26,316 in 2000, so most of today's homes went up after 1980. Age alone does not decide a repipe. Repeated leaks in the same pipe system do.

After a second leak on the same system, ask for a repair-versus-replace assessment from a plumber, in writing. Our page on when repiping makes sense lists what to ask.

What to have ready when you call

  • What you see, hear or smell, and when it started
  • Whether water is still running and whether the main is off
  • Photos of the problem, the meter and any water heater label
  • Earlier repairs on the same line, if you know of any

Have your street and neighborhood handy. If a neighbor has the same problem, mention that too.
